役男熱衰竭猝死 國防部道歉

陸軍542旅役男洪仲丘因攜帶有拍照功能手機、MP3回營觸犯軍紀，3日在禁閉室體能訓練後中暑致死。國防部召開記者會向國人道歉，並已責付軍檢署偵辦失職人員。

國防部發言人羅紹和9日在國防部例行記者會表示，部長高華柱對此案深感震怒、哀痛與不捨，除指示總督察長室專案調查外，軍檢署已積極展開偵辦，查明原因與真相。他表示，洪姓役男不幸過世之後，國防部第一時間已派人至台中慰問家屬，提供家屬最大協助。

記者會上，陸軍副司令吳有明中將代表陸軍表達哀痛之意，並向國人鞠躬致歉。至於洪姓役男所屬相關單位執行禁閉是否有疏失，陸軍將深切檢討，並已對此案失職人員移送司法偵辦。

吳有明表示，調查後發現524旅及269旅確實有「處分程序不周延」、「禁閉室管理欠當」、「戒護管理人員訓練不足」、「危險天氣未按規定調整操課」與「幹部緊急救護訓練知識不足」等諸多缺失。

至於媒體報導，陸軍要求家屬簽署保密同意書，不得對外談論案情，國防部澄清絕無此事，並強調軍事檢察署相關審問都會進行錄音、錄影，也不會要求家屬簽署訴訟書以外的文件。

關於本案相關懲處報告，軍方表示最晚將於下周三(17日)前出爐。
