第三方支付法排除O2O/手機支付…業者並不認同

還在經濟部討論的非金融業第三方支付專法，日前在金管會提出可以繳交水、電與瓦斯等公共服務費用上，受到業界的肯定。惟在O2O（線下交易；虛實整合網路服務）上則有可能被排除在第三方支付專法之外，業界認為不符合全球電子商務潮流，將會限縮電子商務業者的發展。 還在研議階段的「非金融機構電子商務支付服務管理條例」的專法，在支付範圍上將採限定在網路交易，對線下交易（O2O）、移動交易（例如手機支付）等範圍則排除在外。 對於政策制定方法，把與實體連結的電商業務，還有手機支付的應用排除在外，許多要投入電子支付的業者均表示難以置信。認為此部專法完全忽略了行動商務與虛實整合的應用，將不符合未來3年的電子商務趨勢發展。 業者表示，如果新制定的電子專法，只作「網上支付」的範圍，只是將台灣電子商務落後國際市場的「消失的15年」找到法源依據而已，對於接下來國際潮流的行動化與實物商品的電子支付型態並沒有幫助。
