西班牙電價5年漲42% 民眾轟買不起電

西班牙電價狂飆，自2008年金融危機爆發以來大漲42%，導致民怨沸騰。

西班牙電費昂貴程度高居歐盟第三，僅次於塞浦路斯和愛爾蘭；在國內失業率高達26%之際，許多人因繳不起電費而無電可用。

領導新能源模式組織（PNEM）的羅梅洛說，電價漲幅「高得嚇人」，2012年約有150萬個家庭無力負擔電費，既沒熱水、也沒法作飯，另有許多家庭刻苦省電。PNEM結合批判經濟不平等的抗議人士、左派團體、工會和生態組織等共270個團體，在西國和歐洲執委會進行遊說。

根據西班牙國家統計局，截至2012年底，17.9%的西國家庭負擔不起足夠的暖氣。西班牙紅十字會上周五發布報告說，接受馳援的家庭有38%家中無電可用，問題嚴重。

西國一家四口的2013年電費帳單每月平均高達844.8歐元（1,140美元），遠高於2008年的590.20歐元。

去年10月，西國約有50萬名消費者自力救濟，首次合力嘗試團購電力，以協商較低的價格。每年平均省下49歐元。

西國電費定價採兩階段：政府決定輸電費，但由業者自由競標取得零售供應權。
